Based at the Institute of Philosophy and Law, the Center was founded in 2017 as part of a program to support and implement topical interdisciplinary research in the field of social philosophy, political science, international law, regional economics, oriental studies and related fields. Among other things, the creation of the Center was compelled by the special role played by NSU in the framework of an academic partnership with the SB RAS and with other professional communities in Russia and the world. This involves moving the function of an integration center in the field of education and scientific activities to the University. Among other tasks, the Center will focus on the science, social and socio-cultural analysis of global and local trends in the development of science and higher education. In particular, the problems of managing scientific and educational organizations in order to achieve the necessary organizational structure flexibility to ensure an adequate response to local and global challenges. .
The Center ensures the continuity of sociological monitoring of academic science development and the interaction of science and education in Siberia. Monitoring began more than 25 years with the project, "The Scientific Community of Novosibirsk Akademgorodok During the Transformation of Russian Public Life" (1992). Participants throughout the years include famous specialists Y.M. Plyusnin, A.A. Gordienko,and S.N. Eremin.
